The Borrower shall maintain PCMC throughtout Proj Implem., chaired Minister of Planning & Finances and members as per Borrower'sDe cree 17/2002, to oversee Project preparation and implementation
Borrower shall fully integrate Proj mplem. functions into the structures: MOEC for the education sector and MOH for the healthSect or under control & authority of Minister of respective Ministry
AFAP Coordinator shall provide administrative & fiduciary services to the Participating Ministries, ensuring that fiduciary needsa nd their implementing agencies are met in a timely fashion
AFAP STAFF SHALL INCLUDE A FINANCIAL MAN
DEVELOP ELIGIBILITY CRITERIA TO MAKE A
INCLUDE IN ITS STAFF PERMANENT SECRETAR
AWP shall be prepared in form and substance satisfactory to IDA, furnished to it on or about 09/30 of each year, for activitiesrela ted to the carrying out of Project by Participating Ministries
The Borrower shall cause AFAP to enter into a Financing Agreement with each Participating Ministry with respect to each AnnualWorkProgram.
FONG shall enter into a Subproject Agreement with each Beneficiary with respect to each CDI Subproject, under terms and conditionss et forth or referred to in the PIM.
Carry out or cause the Project to be carried in accordance with the environmental ( health care waste management), social &resettle ment guidelines, rules & procedures defined in ESMF, RPF & HCWMP
The Borrower shall ensure that all measures necessary for the carrying out of the ESMF and the RPF are taken in a timely manner;
(b) the progress reports referred to in Section II of this Schedule shall include adequate information on monitoring the measuresde fined in the ESMF, RPF and HCWMP

Number of STP visas processed through the electronic visa system
With support from this DPO series, the authorities are developing an on-line visa system to facilitate the issuance of touristvisas. The system still suffers from minor technical issues but is expected to be fully operational in 2014. In the meantime thesystem is enabling the remote processing of visa requests. Data from the authorities show that the system received an average of400 visas per month between July 2012 and January 2013, and 600 visas per month between January and April 2013, for a total of 6000visa sincethe launch in July 2012. Of these, data from the authorities show that the system provided authorization for 1892 visas.

In 2011 the government began to implement a comprehensive reform program to simplify business regulations. The governmentestablished a one-stop shop for commercial activities, and business-registration processes now require just three business days.With supportfrom DPO 1 and technical assistance from the IFC the government significantly simplified the process of businessregulation by removing general operating licenses (alvarás) pertaining to business activities which, according to internationalbest practices, did not need an ex-ante license. By removing the alvarás the government effectively repealed the minimum statutorycapital requirement for obtaining a business license and eliminated the associated cost, which was equal to 281.2 percent of annualper capita income as estimated by the 2014 Doing Business report for the majority of business activities. Schedule 2, Section 1.C.1 Financing Agreement. The Recipient shall, and shall cause the BCSTP and INE to not later than October31st of each year (commencing in 2018), prepare and furnish to the Association, an annual work plan and budget, in form andsubstance satisfactory to the Association, informed by the POM and containing activities proposed for implementation under theProject and milestones to be achieved during the following Fiscal Year, together with a proposed budget for the purpose.
Schedule 2, Section I.A.1, Financing Agreement. No later than three (3) months after the Effective Date, the Recipient, through theMinister of Finance shall: (a) assign, and thereafter maintain, throughout Project implementation, within AFAP, a team of technicaland fiduciary specialists as may be agreed with the Association, all under terms of reference, and with qualifications andexperience satisfactory to the Association; and (b) ensure that throughout Project implementation, the AFAP has adequate resourcesand staffing to carry out its responsibilities under the Project, all as further detailed in the POM.
Schedule 2, Section I.A.13 Financing Agreement. No later than four (4) months after the Effective Date, the Recipient shall,through AFAP, appoint, and thereafter maintain, throughout Project implementation, external auditors, under terms of reference andwith qualifications and experience satisfactory to the Association.

(Schedule 2, Section I.A.3.b) AFAP shall maintain staff throughout the implementation of the Project with functions andresponsibilities acceptable to the Association, including inter alia a general director, a financial manager, an accountant, aprocurement specialist, a financial assistant, a Project monitoring and evaluation officer, an internal auditor (which shall beappointed no later than six (6) months after the Effective Date), and finance staff all as further detailed in the ProjectOperations Manual.
(Schedule 2, Section I.F.8) The Recipient shall, and shall cause the Project Implementing Entities to (a) maintain, throughoutProject implementation, and publicize the availability of a grievance mechanism, in form and substance satisfactory to theAssociation, to hear and determine fairly and in good faith all complaints raised in relation to the Project, (b) take all measuresnecessary to implement the determinations made by such mechanism in a manner satisfactory to the Association and (c) ensure thatsuch mechanism is operational within three (3) months after the Effective Date.
(Schedule 2, Section IV.A) Within two (2) months after the Effective Date, the Recipient shall cause AFAP to customize theaccounting software to maintain separate records and ledger accounts for the Project in a manner acceptable to the Association.
(Schedule 2, Section IV.B) Within six (6) months after the Effective Date, the Recipient shall, and shall cause INAE, through theGBV Support Organization, to, have an action plan detailing (i) measures that endeavor to prevent and respond to gender-basedviolence and (ii) the procedural, budget and institutional arrangements and actions needed to implement these measures, andincluding, inter alia, an accountability and response framework and measures that contractors will be required to take: (1)prepared in form and substance satisfactory to the Association and INAE and on the basis of appropriate consultations; (2)submitted to the Association for review and approval; and (3) thereafter, adopted.
