Recipient shall maintain Admin&IT Directorate in MoPF with functions substantially same to those in place at signing of Agreementand be responsible for overall implementation.

Partially met. While revenue has strongly overperformed, expenditure outturns have fallen below 85%. While execution of therecurrent budget remains above 95%, infrastructure spending has fallen following the completion of large projects, notablyelectrification. Lowering of budgets, and continued improvements to execution capacity are likely to mean overall execution ratesrise sharply to over 85% in 2014.

Schedule 2, Section I.A(3). The Recipient shall ensure that the PMU is adequately staffed and funded throughout the implementationof the Project satisfactory to the Association.
Schedule 2, Section I.B. The Recipient shall ensure that the Project is carried out in accordance with the arrangements andprocedures set out in the Project Operations Manual acceptable to the Association.
Schedule 2, Section I.C(1). The Recipient shall prepare Annual work plan and budget for the following Fiscal Year by agreed datesand thereafter ensure that the Project is carried out in accordance with each of such Annual Work Plan and Budget in a mannersatisfactory to the Association.
Schedule 2, Section I.D. The Recipient shall ensure that all measures necessary or appropriate to ensure compliance with theSafeguards Instruments throughout the implementation of the Project in a manner satisfactory to the Association.
Schedule 2, Section I.D(5). The Recipient shall maintain, throughout Project implementation, and publicize the availability of agrievance redress mechanism, in form and substance satisfactory to the Association and take all measures necessary to implement thedeterminations made by such mechanism in a manner satisfactory to the Association.
Schedule 2, Section I.D(8). The Recipient shall ensure that the obligation to comply with the relevant Safeguard Instruments areincorporated: (a) in the contracts between the Recipient and the relevant contractors and any entity (including any engineer)supervising the Project's civil works; and (b) in the contracts between the relevant contractors and the contractorssubcontractors, as may be applicable.
Schedule 2, Section I.D(9). The Recipient shall ensure that all the bidding documents and contracts include the obligation of therelevant contractors and subcontractors to: (a) adopt and implement measures to assess and manage the risks and impacts of laborinflux and workers camps including occupational health and safety and gender-based violence; and (b) adopt and enforce codes ofconduct that should be provided to and signed by all workers; as applicable to such civil works commissioned or carried outpursuant to said contracts.
Schedule 2, Section I.E. The Recipient shall, not later than six (6) months after Effective Date prepare and furnish to theAssociation for its review and approval, a Contingent Emergency Response Component Project Operations Manual (“CERC POM”).
Schedule 2, Section II.2. The Recipient shall carry out, jointly with the Association not later than three (3) years after theEffective Date or such other date as may be agreed with the Association, a mid-term review of the Project (the “Mid-Term Review”).
