The Government prepares, adopts and discloses the ESSAF and the RPF; and ensures that the Project is carried out in accordancewiththe ESSAF and the RPF.
On or about the date 18 months after the Effective Date, the Government shall undertake in conjunction with the Bank, theParticipating MDAs, as a comprehensive midterm review of Project.
The Government presents evidence satisfactory to the Bank indicating compliance with eligibility criteria established in theOperational Manual for financing of Eligible Expenditure under Cat. 1.

Education - # of Average daily students/users of the rehabilitated and/or rebuilt school facilities
Delays were experienced due to lags in approval for use of individuals in procurement activities and bids submitted by individualcontractors. This issue has since been resolved.
Project Restructuring resulted in a revised end target value, which has been reduced from 10,000 to 5,127 average daily users ofthe rehabilitated schools as the # of schools to be rehabilitated/rebuilt has been reduced from 27 to 10 due to cost overruns.
This is the sum of the average daily users of currently rehabilitated school facilities, which include NSDC, Bocage, Ave Maria,Vieux Fort Campus A, Ciceron and Piaye.
PDO Indicator
Health: # of Average daily Patients/users of the rehabilitated and/or rebuilt health facilities
Project Restructuring resulted in a revised end target value. The number of health facilities rehabilitated or rebuilt has beenreduced from 5 to 4, with an accompanying revision in the unit of measure of the target, previously number of average annualpatients to the number of average daily patients, resulting in a defined final target value of 145.00 average daily patients.
This is the sum of the average daily users of currently rehabilitated health facilities, which include Jacmel, Enterpot, Etangs,and Dennery Temporary Facility. All rehabilitation activities on the facilities are now complete and the facilities are in use.The target has been achieved.
PDO Indicator
Transportation - # of Average Daily Users of rehabilitated and/or rebuilt bridges
Project Restructuring resulted in a revised end target value, reduced from 35,435 to 19373 daily users of rehabilitated bridges.This reduction is due to funding shortfalls, and the resulting cancellation of one bridge rehabilitation.
The rehabilitation of Cresslands bridge is now complete.

Project Restructuring resulted in a reduction in the # of health facilities for rehabilitation or reconstruction from 5 to 4 duetocost over-runs and funding shortfalls.
Jacmel, Enterpot, Etangs and Dennery Temporary Facility health centers have been fully rehabilitated/retrofitted.
