Village level Disaster Risk Management plans were developed by an NGO after the tsunami occurred. These have been reviewed by theproject utilizing the information generated under the hazard mapping exercise and improvements have been suggested to governmentthat will enable them to effectively function as the originally planned Community Risk Plans. Community preparedness andunderstanding of the village DRM plans has been strengthened.

Originally included construction of 85 new cyclone-resistant houses and repair and retrofitting of 40 other partially damagedbuildings. Actual needs during implementation were for 73 new residential houses, 9 commercial and community buildings and 45retrofittedbuildings.
All housing has been completed and handed over to the owner. 38 residential, and 7 community halls that were partially damagedhavebeen repaired and retrofitted, and 9 new buildings to replace destroyed small shops (4), bakeries (2) and communal weavinghouses (3) have been constructed.

The Recipient shall maintain, throughout the Project implementation period, its CSU within MFNP, with a mandate, composition andresources satisfactory to the Association, which shall be responsible for, inter alia: (a) supporting PST on fiduciary aspects ofProject implementation, and monitoring and evaluation, on an as-needed basis, and (b) reviewing Project Reports prepared by PST andsubmitting such reports to the Association in accordance with the Financing Agreement. (Section I.A.1 of Schedule 2 to theFinancing Agreement)
The Recipient shall maintain, throughout the Project implementation period, a PST within MOI, with a mandate, composition andresources satisfactory to the Association, which shall be responsible for, inter alia, carrying out day-to-day implementation ofthe Project, with support from CSU. (Section I.A.2 of Schedule 2 to the Financing Agreement)
The Recipient shall ensure that PST includes the following minimum staff and/or personnel throughout the Project implementationperiod, except for the safeguards specialist and the communication, monitoring and evaluation officer who shall be recruited by notlater than two months after the Effective Date: (i) a Project manager; (ii) a procurement officer; (iii) a Project accountant; (iv)a contracts manager; (v) an administrative assistant; (vi) a safeguards specialist and (vii) a communication, monitoring andevaluation officer, each with terms of reference, qualifications and experience satisfactory to the Association. (Sections I.A.3(a)and (b) of Schedule 2 to the Financing Agreement)
The Recipient shall ensure that PST receives support from, and pays due attention to the recommendations of, Tonga Airports Limitedfor the activities carried out under Part 1(d) and Part 2(c) of the Project, in a manner agreed by Tonga Airports Limited anddescribed in the TAL Letter. (Section I.A.3(c) of Schedule 2 to the Financing Agreement)
The Recipient shall, by not later than two months after the Effective Date, prepare and adopt a Project Operations Manual asaccepted by the Association, and thereafter ensure that the Project is carried out in accordance with the Project OperationsManual. (Section I.C of Schedule 2 to the Financing Agreement)
Under Part 2(a)(ii) of the Project, the Recipient shall enter into Performance-Based Contracts, each with a private sectorcontractor selected on the basis of terms of reference, qualifications and experience satisfactory to the Association, under termsand conditions acceptable to the Association. The Recipient shall carry out its obligations and exercise its rights under anyPerformance-Based Contract in such a manner as to protect the interests of the Recipient and the Association, and to accomplish thepurposes of the Financing (Section I.B of Schedule 2 to the Financing Agreement).
The Recipient shall prepare and furnish to the Association, by not later than December 1, 2018 and June 15 of each subsequent yearduring the implementation of the Project, for the Association's review and no-objection, an Annual Work Plan and Budget, and ensurethat the Project is implemented in accordance with the Annual Work Plans and Budgets accepted by the Association for theRecipient's respective fiscal year. (Section I.D of Schedule 2 to the Financing Agreement)
The Recipient shall carry out, jointly with the Association, not later than three years after the Effective Date, or such otherperiod as may be agreed with the Association, a Mid‐Term Review for the Project. (Section II.2 of Schedule 2 to the FinancingAgreement)

The Recipient shall maintain, throughout the Project implementation period, a Central Services Unit within MFNP, with mandate,composition and resources satisfactory to the Association. Unless otherwise agreed with the Association in writing, the CentralServices Unit shall be comprised of experts, each with terms of reference, qualifications and experience satisfactory to theAssociation, on areas relevant to project implementation, including but not limited to, procurement, financial management,safeguards and monitoring and evaluation. (Section I.A.1 of Schedule 2 to the Financing Agreement and Section 2.03(a) of theAnnex to the Grant Agreement)
The Recipient shall maintain, throughout the Project implementation period, a Skills Sector Steering Committee, with terms ofreference, composition and resources satisfactory to the Association. The Skills Sector Steering Committee shall be comprised ofhigh-level representatives from, inter alia, MFNP, MIA, MET and relevant professional bodies and stakeholder groups.(SectionI.A.2 of Schedule 2 to the Financing Agreement)
The Recipient shall maintain, throughout the Project implementation period, a Project Management Unit within MIA, with mandate,composition and resources satisfactory to the Association. The Project Management Unit shall be: (a) comprised of the followingminimum staff and personnel: (i) a team leader; (ii) a procurement officer; (iii) a Project accountant; (iv) a monitoring andevaluation specialist; and (v) an administrative support officer, each with terms of reference, qualifications and experiencesatisfactory to the Association; and (b) supported by the Central Services Unit on fiduciary aspects of Project implementation andmonitoring and evaluation, as may be required.(Section I.A.3 of Schedule 2 to the Financing Agreement)
To facilitate the carrying out of Part 1.2 of the Project, the Recipient, through MIA, shall ensure that the selection andenrolment of Beneficiaries and the provision of Cash Transfers are conducted in accordance with the provisions of the FinancingAgreement, the Project Operations Manual and in a manner satisfactory to the Association.(Section I.B.1 of Schedule 2 to theFinancing Agreement)
To facilitate the carrying out of Part 2.1 of the Project, the Recipient, through MET, shall make Quality Improvement Grants toEligible TVET Institutions in accordance with eligibility criteria and procedures acceptable to the Association and set forth inthe Project Operations Manual. The Recipient, through MET, shall make each Quality Improvement Grant under a Quality ImprovementAgreement with the respective Eligible TVET Institution, on terms and conditions approved by the Association.(Section I.C ofSchedule 2 to the Financing Agreement)
To facilitate the carrying out of Part 2.2 of the Project, the Recipient, through MET, shall review and approve applications forTVET Student Support Funds, and thereafter monitor and evaluate the uses of such TVET Student Support Funds, in accordance with,inter alia, eligibility criteria and procedures acceptable to the Association and set forth in the Project Operations Manual. TheRecipient, through MET, shall make each TVET Student Support Fund under a TVET Student Support Fund Agreement with the respectiveEligible Student, on terms and conditions approved by the Association.(Section I.D of Schedule 2 to the Financing Agreement)
The Recipient, through MIA and MET, shall ensure that MIA's and MET's Respective Parts of the Project are carried out in accordancewith the arrangements and procedures set out in the Project Operations Manual satisfactory to the Association.(Section I.F ofSchedule 2 to the Financing Agreement)
The Recipient, through MFNP, shall prepare and furnish to the Association not later than November 30 of each year during theimplementation of the Project (or such later date as the Association may agree) for the Association's no-objection, a MFNP AnnualWork Plan and Budget containing all eligible activities and Eligible Expenditures proposed to be included in Part 4.1 of theProject in the Recipient's following fiscal year.(Section I.G of Schedule 2 to the Financing Agreement and Section 2.03(c) of theAnnex to the Grant Agreement)
The Recipient, through MIA and MET, shall prepare and furnish to the Association not later than November 30 of each year during theimplementation of the Project (or such later date as the Association may agree) for the Association's no-objection, a MIA and METAnnual Work Plan and Budget containing all eligible activities and Eligible Expenditures proposed to be included in MIA's and MET'sRespective Parts of the Project in the Recipient's following fiscal year.(Section I.H of Schedule 2 to the Financing Agreement)

Section I.A.1 of Schedule 2 to the Financing AgreementProject Steering CommitteeThe Recipient shall maintain, until the ClosingDate, the Project Steering Committee, with a mandate, composition and resources satisfactory to the Association, which shall beresponsible for, inter alia, providing general oversight and policy direction of the Project. To this end, the Recipient shallensure that the Project Steering Committee shall be chaired by its Minister responsible for finance, and comprised of, inter alia,the Deputy Prime Minister (or his or her designee), the Minister responsible for fisheries (or his or her designee), other relevantministers as required, and representatives of relevant stakeholders, including the Central Services Unit.
Section I.A.2 of Schedule 2 to the Financing AgreementTechnical Working GroupThe Recipient shall provide technical advice andrecommendations to the Project Steering Committee through the Technical Working Group. To this end, the Recipient shall maintainuntil the Closing Date, the Technical Working Group, chaired by the Minister responsible for fisheries (or such other person whichthe Association has confirmed in writing to the Recipient as acceptable to the Association), and comprised of the Chief ExecutiveOfficer for the Ministry of Fisheries (or his or her designee) who shall act as the deputy chairperson, representatives of relevantstakeholders including the Central Services Unit, and the Project coordinator, and with an institutional framework, functions, andresources satisfactory to the Association as shall be required for the Project.
Section I.A.3 of Schedule 2 to the Financing AgreementCentral Services UnitThe Recipient shall maintain, until the ClosingDate, or other such date which the Associate has confirmed in writing to the Recipient as acceptable to the Association, itsCentral Services Unit within the Ministry of Finance, with a mandate, composition and resources satisfactory to the Association,which shall be responsible for, inter alia, supporting the Project Management Unit on safeguards and fiduciary aspects of Projectimplementation, monitoring and evaluation, and preparing Project Reports.
Section I.A.4 of Schedule 2 to the Financing AgreementProject Management Unit The Recipient shall, by not later than two (2)months after the Effective Date (or such other date which the Association has confirmed in writing to the Recipient is reasonableand acceptable under the circumstances, as determined by the Association in its sole discretion) and thereafter maintain, until theClosing Date, a Project Management Unit within the Ministry of Fisheries, with a mandate, composition and resources satisfactory tothe Association, which shall be responsible for, inter alia, carrying out day-to-day implementation of the Project, with supportfrom the Central Services Unit.
Section I.B.1 of Schedule 2 to the Financing AgreementThe Recipient shall, by not later than two (2) months after the EffectiveDate (or such other date which the Association has confirmed in writing to the Recipient is reasonable and acceptable under thecircumstances, as determined by the Association in its sole discretion) prepare and furnish to the Association for its review andno-objection, and subsequently adopt, a Project Operations Manual.
Section II.1 of Schedule 2 to the Financing AgreementThe Recipient shall furnish to the Association each Project Report not laterthan forty-five (45) days after the end of each calendar quarter, covering the calendar quarter.
Section I.B.2 of Schedule 2 to the Financing AgreementThe Recipient shall thereafter ensure that the Project is carried out inaccordance with the Project Operations Manual, and except as the Association may otherwise agree in writing, the Recipient shallnot amend or waive, or permit to be amended or waived, any provision of the Project Operations Manual.
Sections I.C.1 and I.C2 of Schedule 2 to the Financing AgreementAnnual Work Plans and BudgetsThe Recipient shall prepare andfurnish to the Association, by not later than February 1 of each subsequent year during the implementation of the Project (or suchother intervalor date as the Association may agree), for the Association's review and no-objection, an annual work plan and budget(once the Association has provided its no-objection, an “Annual Work Plan and Budget”), and shall ensure that the Project isimplemented in accordance with the Annual Work Plans and Budgets accepted by the Association for the Recipient's respective fiscalyear; provided, however, that in the event of any conflict between the Annual Work Plans and Budgets and the provisions of theFinancing Agreement, the provisions of the Financing Agreement shall prevail.
Section II.2 of Schedule 2 to the Financing AgreementThe Recipient shall carry out, jointly with the Association, not later thanthree (3) years after the Effective Date, or such other period as may be agreed with the Association, a mid-term review of theProject.
Section I.D of Schedule 2 to the Financing AgreementThe Recipient shall ensure that the Project is carried out with due regard toappropriate health, safety, social, and environmental standards and practices, and in accordance with the Safeguards Instruments.
Section I.D.5 of Schedule 2 to the Financing AgreementThe Recipient shall ensure that:(a) all monitoring, controland surveillance activities carried out by the Recipient shall be under the control of a civilian fisheries officer or anothercivilian agency of the Recipient acceptable to the Association, and shall be carried out under terms of reference limited tofisheries surveillance;(b) in accordance with Section 5.06 of the General Conditions, all goods, works, services,and Operating Costs for fisheries monitoring, control and surveillance activities financed out of the proceeds of the Financing areused exclusively for the purposes of the Project, and not for any military purpose, or for any criminal investigation, prosecutionor proceedings, or for any other purposes unrelated to the objectives of the Project, noting that the Ministry of Fisheries mayconduct fisheries-priority joint missions in conjunction with other agencies of the Recipient's Government for the joint purposeof enforcing the Recipient's laws regarding border security, and human, drug and wildlife trafficking, in accordance with theprovisions of this Section I.D.5 to Schedule 2 of this Agreement; (c) each surveillance mission carried out by theRecipient shall be governed by detailed protocols prepared in accordance with terms of reference satisfactory to the Association,providing, inter alia, that: (i) the mission is a fisheries-priority mission and the mission task is duly recorded and documentedprior and subsequent to the mission; (ii) memoranda of understanding in a form and substance acceptable to the Association areconcluded between the agencies involved in the surveillance operations, including both government agencies and any civiliancontractors involved; (iii) the accounts of the entities receiving or benefiting from the Financing for such mission are maintainedin a manner enabling effective compliance with the provisions of this Section I.D.5 of Schedule 2 to this Agreement; (iv)the mission is conducted by personnel who have been properly trained in the operation of any equipment used in the surveillancemission; (v) the mission is under the control of an authorized fisheries officer, but subject to the overarching authority of themaster of the vessel, in particular with respect to safety and emergency response; and (vii) where a fisheries priority mission isre-tasked for non-fisheries activities, the authorized fisheries officer on board shall record the change and the duration of thechange and the responsible agency for the non-fisheries task shall maintain a record of such changes and accounts in a manneracceptable to the Association demonstrating that the resourcing of the non-fisheries task is independent from the Financing, andprovide access to the Association or its representatives for audit in accordance with auditing rules acceptable to theAssociation; (d) where a patrol or surveillance mission has multiple tasks: (i) accounts are maintained in a manneracceptable to the Association which demonstrate that the Financing has been used for the exclusive purpose of financing fisheriessurveillance activities; and (ii) that the Association is granted access to such accounts; (e) the Recipient shalltake all actions needed on its part to ensure that by no later than June 30, 2022, the provisions of Article 73 of the UnitedNations Convention on the Law of the Sea are incorporatedin its fisheries laws and regulations in a form and substance acceptableto the Association, which ensure that: (i) vessels and their crew arrested in the Recipient's exclusive economic zone shall bepromptly released upon the posting a reasonable bond orother security; (ii) penalties imposed by the Recipient for violations offisheries laws and regulations in the Recipient's exclusive economic zone may not include imprisonment, in the absence ofagreements to the contrary by the states concerned, or any otherform of corporal punishment; and (iii) in cases of arrest ordetention of foreign vessels, the Recipient shall promptly notify the flag state, through appropriate channels, of the action takenand of any penalties subsequently imposed.
