The national statistics institute (INSEED) has prepared national accounts estimates for a base year (2007) using the SNA ’93methodology. The institute is now preparing to update the series to the current year with technical assistance from developmentpartners. The base surveys for updating the estimates to 2013 are underway.

The authorities adopted a law that removes Comores Telecom's exclusive privileges in 2014, effectively providing a level playingfield for new competitive market entry. The processes for licensing a new operator is underway, a technical firm has beencontracted to support the GoC in issuing a new license.

Reduction in total losses in the electricity sector.
The preparation of the recovery plan is at an advanced stage. The consultation document is due in September 2014 and it will formthe basis for policy dialogue to adopt performance and management benchmarks for the recovery of the sector. The fiscal managementaspects of the dialogue will also be supported by the Comoros public expenditure and fiscal management review.

The Comoros budget is more comprehensiveness. The 2014 budget includes overall envelopes per ministry, budget execution reporting,debt reporting and data on government revenues (own resources and external resources). The planning commission and the ministry offinance are collaborating to include the public investment plan in the 2015 budget with technical support from the World Bank team.

The GoC published a presidential decree to systematize disclosure of information on fishing licenses and related revenues. Theinformation has now been consolidated and made publicly available.

Cash management plans integrating the Union and island treasuries are operational.
The Government of Comoros (GoC) has made progress in treasury reforms. It has issued a decree that lists all government bankaccounts, and that requires their integration in treasury records. A framework has been designed to support the adoption of thetreasury single account (TSA), and has been subject to consultations at the island level. The directorate for treasury andaccounting is beingestablished and is expected to play a leading role in managing integrated cash management. Technical supportwill be needed to improve cash planning and to implement the TSA framework (potentially from ABGE project).

Transparency and accountability of debt management has improved.
The GoC has made progress in increasing transparency in debt management. An updated debt report was prepared and annexed to the2014 budget. A debt management bill has been prepared and approved by the cabinet. The bill has been authorized for submission atthe next sitting of the national assembly.

The Recipient not later than 30 days after effectiveness date, shall cause the Ministry of Health, Solidarity, Social Cohesion andGender Promotion to create and thereafter maintain during Project implementation, a Project Implementation Unit (PIU) within theDirectorate of Solidarity and Social Protection, to be responsible for the management, coordination, supervision, and monitoring ofProject activities.
No later than 45 days after the Effectiveness Date or such later date as agreed in writing by the Bank, cause the PIU to appointand hire at the national and regional level, and thereafter maintain, throughout Project implementation key staff i.e.: (i) aProject coordinator; (ii) a safeguard and environmental specialist; (iii) a recovery grant specialist; (iv) an accompanyingmeasures specialist; (v) a financial management specialist; (vi) an accountant; (vii) a procurement specialist; (viiii) an M&Especialist; and (ix) an infrastructure specialist and thereafter maintain, until completion of the Project, a structure,responsibilities, and such key staff with functions, experience, responsibilities and qualifications acceptable to the Association.
No later than three (3) months after the Effectiveness Date, or such later date as agreed by the Bank, the Recipient cause the PIUto appoint and hire an internal auditor, and thereafter maintain an internal auditor for the Project, throughout Projectimplementation.
The Recipient shall take all action required on its behalf to establish, not later than six (6) months after the Effective Date,and thereafter maintain and operate, a functional grievance redress mechanism for the Project, with adequate staffing and processesfor registering grievances and acceptable to the Association, thereby ensuring the ongoing improvement on service delivery underthe Project.

The Recipient shall maintain, at all times throughout Project implementation, a Project implementing unit within MEAPE (MEAPE PIU), and no later than three (3) months after the Effective Date, appoint within the MEAPE PIU, in accordance with the ProcurementRegulations, a team comprised of a full-time Project coordinator, a MSME specialist, a value chain specialist, a procurementspecialist, a senior accountant, a financial management specialist, an internal auditor, a social safeguards specialist, anenvironmental safeguards specialist, a monitoring and evaluation specialist, a communications specialist, and such other technical,safeguards and fiduciary specialists as may be agreed with the Association, all under terms of reference, and with qualificationsand experience satisfactory to the Association. (Schedule 2, Section I, A, 1 (a)).
The Recipient shall ensure that throughout Project implementation, the MEAPE PIU has adequate resources and staffing to carry outits responsibilities under the Project, all as further detailed in the PIM. The Recipient, through the MEAPE PIU, shall beresponsible for the overall day-to-day management and implementation of the Project, including its technical, fiduciary,safeguards, monitoring and evaluation, supervision and reporting aspects, as further detailed in the PIM. (Schedule 2, Section I,A, 1 (b)).

Schedule 2- Section II. Section I.D.2 of Schedule 2: The Recipient shall, throughout the duration of the Project, carry out the Routine Maintenance to therehabilitated road section under Part 2.1 of the Project, by ensuring that such road section is periodically included on the listofeligible roads maintenance under the Recipient's Road Fund.
Section I.D.1 of Schedule 2: The Recipient shall refrain from releasing funds for the implementation of works under Part 2.1 of theProject until and unless the ESMF and RF are prepared, finalized, adopted, and disclosed by the Recipient in form and substancesatisfactory to the Association.
Section I.A.1 of Schedule 2: The Recipient shall: (A) carry out the Project through MLUUP, and shall cause MLUUP to, not laterthan three (3) months after the Effectiveness Date, create through a Ministerial Order and thereafter maintain throughout Projectimplementation, a PIU within DATUH, to be responsible for the management, coordination, supervision, and monitoring of Projectactivities; (B) no later than three (3) months after the Effectiveness Date or such later date as agreed in writing by the Bank,cause the PIU to appoint and hire, and thereafter maintain, throughout Project implementation key staff i.e.: (i) a Projectcoordinator, (ii) an environmental specialist, (iii) a social specialist, (iv) a financial management specialist, (v) anaccountant, (vi) a procurement specialist, and (vii) an M&E specialist, and thereafter maintain, until completion of the Project, astructure, responsibilities, and such key staff with functions, experience, responsibilities and qualifications acceptable to theAssociation and described in the POM; (C) no later than six (6) months after the Effectiveness Date, or such later date as agreedby the Bank, cause the PIU to appoint and hire an internal auditor, and thereafter maintain an internal auditor for the Project,throughout Project implementation.
Section I.A.2 of Schedule 2: The Recipient shall establish a Project Steering Committee, no later than three (3) months after theEffectiveness date to be chaired by a representative of the Minister of MLUUP and comprised, inter alia, of a representative of theMinistry of Finance, Budget, and Banking Sector, ANACEP, DGSC, MAFE, the Ministry of Health, Solidarity, Social Protection andGender Promotion, municipalities, associations and women's groups, key stakeholders involved in the construction sector, withfunctions, personnel and resources satisfactory to the Association, and thereafter maintain said Project Steering Committee.
Section I.B.1 of Schedule 2: The Recipient, through MLUUP, shall no later than thirty (30) days after the Effective Date: (a)prepare and thereafter carry out the Project in accordance with the POM; and (b) except as the Association shall otherwise agree,the Recipient, through MLUUP, shall not amend, waive or fail to enforce the POM, or any provisions thereof.

Schedule II, Section 1, A, 2, (e): Not later than three (3) months after the Effective Date, the senior accountant, accountant, andthe internal auditor referred to in sub-paragraph (c) of this paragraph shall have been recruited and appointed.
Schedule II, Section 1, A, 2, (f): Not later than three (3) months after the Effective Date the deputy coordinator, the procurementspecialist, the monitoring and evaluation specialist, the social mobilization specialist, the two social and environmentalassistants, and the environmental specialist referred to in sub-paragraph (c) of this paragraph shall have been recruited andappointed.
Schedule II, Section 1, A, 2, (g): Not later than three (3) months after the Effective Date, an external auditor shall have beenrecruited and appointed recruited on the basis of terms of reference, qualifications, integrity and experience acceptable to theAssociation.
Schedule II, Section 1, B, 2, (a): by no later than two (2) month after the Effective Date, prepare a draft work plan and budgetfor Project implementation, setting forth, inter alia: (i) a detailed description of the planned activities, including any proposedconferences and Training, under the Project for the period covered by the plan; (ii) the sources and proposed use of fundstherefor; (iii) procurement and environmental and social safeguards arrangements therefor, as applicable; and (iv) responsibilityfor the execution of said Project activities, budgets, start and completion dates, outputs and monitoring indicators to trackprogress of each activity.
