Section I.A.1(a) of Schedule 2 to the Loan Agreement:GoS to establish not later than one (1) month after effectiveness, andthereafter maintain throughout Program implementation, an ICSP, chaired by MFEPT and MESA, with mandate, terms of reference,functions and resources satisfactory to the Bank, to be responsible for: (i) overseeing the implementation of the Program, monitorkey outcomes and ensure policy coordination among different MDAs; (ii) reviewing and adopting specific measures for implementationof the Program; and (iii) providing a consultative forum for specific normative instruments to be submitted for legislativeprocess.
Section I.A.1(c) of Schedule 2 to the Loan Agreement:GoS to establish within the ICSP, by not later than one (1) month aftereffectiveness, and thereafter maintain, throughout implementation, a TWG provided with competent, experienced and qualified staff,in sufficient numbers and under terms of reference acceptable to the Bank, responsible for: (i) monitoring and evaluationactivities under the Program, including the monitoring of Program outcomes, and disbursement linked indicators; (ii) reporting onProgram progress and fiduciary aspects of implementation; (iii) technical analysis of Program specific measures; (iv) preparationof annual work plan and budget; and (v) supporting the ICSP in its functions.
Section III.D. of Schedule 2 to the Loan Agreement:GoS to: (i) carry out jointly with the Bank a mid-term review of the Programnot later than thirty (30) months after effectiveness and, to this end, prepare and furnish to the Bank, one (1) month before suchreview, a report in scope and detail satisfactory to the Bank; and (ii) review jointly with the Bank the aforementioned report andtake all measures required to ensure the efficient completion of the Program.
Section III. C of Schedule 2 to the Loan Agreement:GoS to: (i) undertake the verification process/certification of fulfillment ofDLRs through the Office of the Auditor General, at least annually, in accordance with the terms of reference agreed with the Bank,and pursuant to the verification criteria set out in the Verification Protocol; and (ii) furnish to the Bank correspondingverification report(s) within 45 days.
