Progress on this indicator appears to be on track. Preliminary figures for the end of FY14 suggest that between 67.9 and 80.1percent of budgeted reconstruction expenditure had been completed.
Intermediate Results Indicator
Strengthening Climate Resilience and Longevity of Road Assets
The calculation of the baseline depends on the determination of the regulated weight limit.
Share of over-loaded vehicles (above the newly regulated weight) falls from its level in Q1 2013.
Progress on this indicator is not yet on-track, because the determination of the regulated weight limit has not occurred. Thatdetermination will occur with the support of another Bank project, but the commencement of the relevant component of that projecthas been delayed until the end of 2014.

Incorporation of Flood Preparedness Into Urban Planning Guidelines
No homes rebuilt.
Eighty percent or more of houses rebuilt with Government assistance (according to PDNA list) meet cyclone and flood resiliencestandards.
Progress on this indicator appears to be exceeding expectations. The last cyclone recovery progress report indicated thatbuild-back-better measures to enhance disaster resilience were a condition of government assistance for house rebuilding.
Intermediate Results Indicator
Implementation of Home Rebuilding Scheme
No homes rebuilt.
Ninety percent of low-income households (as defined in GoS home rebuilding scheme) with completely or severely damaged homes havebeen able to rebuild their dwellings.
Progress on this indicator appears to be on track. The last cyclone recovery progress report indicated that home rebuildingassistance targeted to vulnerable groups had been being provided successfully.
Intermediate Results Indicator
Implementation of Medium-Term Debt Strategy
No new loans contracted.
Ninety percent or more of the value of new loans contracted in FY14 in accordance with MTDS guidelines on concessionality.
Progress on this indicator appears to be on track. MTDS guidelines on concessionality appear to have been fully adhered to in FY14(with no new loans contracted at all).

Enhancing Transparency in Procurement

Ninety percent or more of procurement notices (above 0.5m Tala) made available on MoF website within one month of being approvedbyCabinet from FY14.
Progress on this indicator appears to be on track. To date, at least ninety of procurement notices above 0.5m SAT have been madeavailable on the MoF website within one month of being approved by Cabinet in FY14.
Intermediate Results Indicator
Implementation of National Payments Policy
Reduction in proportion of payments in arrears from 45 percent of total payment in January 2013 towards 30 percent over FY14.
Progress on this indicator does not appear to be on-track, with 46.5 percent of all payments in arrears in the month of May 2014.This evaluation is on a monthly basis, however, and it may be more appropriate to make the evaluation over longer time periods, toavoid the potential impact of seasonality in arrears trends. It may be that the detailed monthly monitoring of arrears that thegovernment is now undertaking is not yet translating into the expected major change in payment behaviour by ministries, perhapsespecially because in FY14 ministries may have been accommodating part of their post-cyclone expenditure responsibilities withintheir ordinary budgets. On a positive note, the average processing time for payments across ministries fell from 23.4 working daysin early 2013 to 18.0 working days in May 2014, nearly within the 15.0 working day limit before payments are classified as arrears.This appears to be notable progress.

Reformed management structures in place for Land Transport
SIAM-2 helped to consolidate the merger of land transport and road asset management functions within the LTA, which becamefunctional in 2005. Technical support was provided to LTA to strengthen how it procured and managed maintenance contracts with theprivate sector, and to monitor the condition of road assets.
Target originally achieved in2010 and maintainedthereafter.

Coastal communities covered by CIM Plans
The CIMs exercise provided a baseline of community infrastructure and its general condition. Although anecdotal, the process ofpreparing the CIMS helped to educate villagers about the importance of keeping roadside drains cleared and possible hidden dangerswhen flooding occurs, all of which helped to lessen the impact of Tropical Cyclone Evan in December 2012.

Percentage of key technical and managerial positions filled at LTA
Given the limited capacity in Samoa and the difficulty in retaining qualified staff (due to low civil servant salaries), the endtarget was optimistic. However, despite these challenges, the quality of LTA staff would appear to be on the rise. For the firsttime in several years, a PMU has been formed to manage two new road sector projects (CRWCR and ERAP) that is comprised entirely ofLTAstaff.

Competitive price savings for maintenance works
Since 2003, a couple of events occurred that significantly increased costs and reduced the value of this indicator. During thetransition of responsibility for road maintenance from MWTI to LTA, mowing and drainage clearing services were included as keymaintenance activities. This increased the cost of maintenance by more than 40%. After the 2009 tsunami, major rehabilitationand reconstruction works were included as part of maintenance activities in an effort to speed recovery, which included premiums torepair roads and bridges. There was also a push to improve safety through the installation of speed humps and signage on majorroads, which increased costs. Finally, the number of road zones that LTA was responsible for maintaining gradually increased from10 to 12 without a commensurate increase in budget.
