The recipient shall recruit an Internal Auditor with qualifications and experience satisfactory for the Bank no later than three(3) months after effectiveness (Financing Agreement, Schedule 2, Section I.A.4)
The recipient shall recruit an External Auditor with qualifications and experience satisfactory for the Bank no later than five (5)months after effectiveness (Financing Agreement, Schedule 2, Section I.A.5)
Not later than five months after the Signature Date, the Recipient, through the MOA, shall establish, and thereafter maintainthroughout the implementation of the Project, a Steering Committee to be in charge of the strategic guidance and general approvalof Project implementation activities, with terms of reference satisfactory to the Association (Financing Agreement, Schedule 2,Section I.A.3).
The Recipient, through the MOA, shall ensure that all the bidding documents and contracts include the obligation of the relevantcontractors and subcontractors to adopt and implement measures to assess and manage the risks and impacts of labor influx, workerscamps and child labor (Financing Agreement, Schedule 2, Section I.D.3).
The Recipient, through the MOA, shall ensure that the Project is carried out with due regard to appropriate health, safety, social,and environmental practices and standards, and in accordance with the Safeguards Instruments (Financing Agreement, Schedule 2,Section I.D.1, including point b and c).

Schedule 2. I. A. (1). Steering committeeThe Recipient shall establish not later than three months after the Effective Date, andthereafter maintain throughout Project implementation, with composition, mandate and resources satisfactory to the Association, asteering committee, to be chaired by the MISME and comprised of inter alia representatives from key ministries, agencies andprivate sector associations (the “Steering Committee”), to be responsible for providing overall strategic guidance and oversightfor the Project.
Schedule 2. I. A. (2) (b). Project Implementation Unitnot later than three (3) month after the Effective Date, recruit andthereafter maintain throughout Project implementation: (i) an internal auditor; (ii) an accountant; (iii) a monitoring andevaluation specialist; (iv) an environmental specialist; (v) a social specialist; and (vi) a gender specialist each of those withqualifications, experience and terms of reference acceptable to the Association.
Schedule 2. I. A. (2) (c). Project Implementation Unitnot later than three (3) month after the Effective Date, install, andthereafter maintain throughout Project implementation, an accounting software for the Project acceptable to the Association.

As per the Financing Agreement, the Recipient shall take all action required on its behalf to ensure that, no later than threemonths after the Effective Date, the PCU is decentralized in the Target Regions with at least one manager specialized in publichealth, one accountant, and one monitoring and evaluation specialist in each office.
As per the Financing Agreement, the Recipient shall, no later than twelve (12) months after the Effective Date, hire an agencysatisfactory to the Association under terms of reference satisfactory to the Association, set out in the Project ImplementationManual, for the independent verification of qualitative and quantitative results of the RMNCH service delivery under Part 3.1(a) ofthe Project and the carrying out of an independent verification.
As per the Financing Agreement, the Recipient shall ensure that health workers hired under Part 1.2(a) of the Project for thepublic sector shall have job descriptions, employment conditions and salaries closely aligned to those of their civil servicecounterparts. Moreover, the Recipient will ensure a gradual shift of said health workers to the government budget upon Projectclosing in a manner satisfactory to the Association.

Financial restructuring of EDG and post Management Services Contract Governance Structure. The Recipient shall: (a) not later thantwelve (12) months after the Effective Date, implement a financial restructuring of EDG; and (b) not later than October 31, 2019,adopt and implement a new governance structure for EDG including the appointment of a board of directors with independent boardmembers; all in a manner satisfactory to the Association (Schedule 2, section IV.1 of the Financing Agreement)
Electricity tariff adjustment methodology. The Recipient shall, not later than (3) three months after the Effective Date, adopt atransparent tariff adjustment methodology, including appropriate compensation and safety net mechanism in a manner satisfactory tothe Association (Schedule 2, section IV.2 of the Financing Agreement)
New electricity connections guidelines. The Recipient shall, not later than (6) six months after the Effective Date, adoptguidelines defining the administrative, technical and financial and legal modalities for new electrical connections to the nationalgrid satisfactory tothe Association (Schedule 2, Section IV.3 of the Financing Agreement)
Electrification prioritization guidelines.The Recipient shall, not later than (6) six months after the Effective Date, approveguidelines defining criteria prioritization of connections sites in manner satisfactory to the Association (Schedule 2, SectionIV.4 of the Financing Agreement)
Project Steering committee. The Recipient shall, no later than two (2) months after the Effective Date, establish and maintain,throughout the Project implementation period, a Project steering committee, with composition, mandate and resources satisfactory tothe Association, including inter alia representatives of the President Office, the Prime Minister's Office, the MEH, the ministryresponsible for economy and finance, the ministry responsible for the budget, the ministry responsible for planning and economicdevelopment, EDG and AGER (the “Steering Committee”) (Schedule 2, section I.A.1 of the Financing Agreement)
AGER PIU staffing. The Recipient shall cause AGER to, not later than one (1) month after the Effective Date, recruit an accountantand a procurement analyst under terms of reference and with experience and qualifications acceptable to the Association (Schedule2,section I.A.2 (a) (i) of the Financing Agreement)
AGER PIU accounting software. The Recipient shall cause AGER, not later than three (3) months after the Effective Date, install,and thereafter maintain throughout the Project implementation period, an accounting software for the Project acceptable to theAssociation (Schedule 2, section I.A.2 (a) (ii) of the Financing Agreement)
EDG PIU staffing. The Recipient shall cause EDG not later than one (1) month after the Effective Date: (A) establish and maintain,throughout the Project implementation period, a project implementation unit (EDG PIU), with composition, mandate and resourcessatisfactory to the Association; (B) recruit an accountant and a procurement specialist under terms of reference and withexperience and qualification's acceptable to the Association; and (C) recruit an environmental safeguard specialist and a socialand gender safeguard specialist for the implementation and supervision of the Project activities (under Part A, B and C of theProject) in compliance with the Safeguard Instruments, under terms of reference and with experience and qualification's acceptableto the Association (Schedule 2, section I.A.2 (b) (i) of the Financing Agreement)
EDG PIU accounting software. The Recipient shall cause EDG not later than three (3) months after the Effective Date install, andthereafter maintain throughout the Project implementation period, an accounting software for the Project acceptable to theAssociation; (Schedule 2, section I.A.2 (b) (ii) of the Financing Agreement)
Appointment of an external auditor. The Recipient shall cause EDG to, not later than five (5) months after the Effective Date,recruit and thereafter maintain, at all times during Project implementation, an external auditor, with experience andqualifications and under terms of reference acceptable to the Association, to audit the Project (Schedule 2, section I.A.2 (b)(iii) of the Financing Agreement)
First annual work plan and budget. The Recipient shall furnish to the Association, no later than one (1) month after the EffectiveDate, the annual work plan and budget for the Project for the first year of Project implementation; and not later than November 30each year (Schedule 2, section I.D.2 of the Financing Agreement).
