Financing Agreement; Schedule 2 - Project Execution; Section I. Implementation Arrangements; A. Institutional Arrangements; Par. 1:The Recipient shall cause DGDC to operate and maintain, throughout Project implementation, a Project team to be responsible for theoverall implementation, management, monitoring and evaluation of the Project with qualified and experienced staff in sufficientnumbers, as well as with adequate funds, facilities, services and other resources acceptable to the Association, as furtherdetailed in the Project Operations Manual.
Financing Agreement; Schedule 2 - Project Execution; Section I. Implementation Arrangements; A. Institutional Arrangements; Par.4:The Recipient, through the Ministry of Housing and Lands, shall no later than one (1) month after the Effective Date, enter intoa separate agreement (Cooperation Agreement) with DGDC, under terms and conditions acceptable to the Association, to facilitate andcoordinate the implementation of the Environmental and Social Instruments and the ESAP, including, inter alia, details on the rolesand responsibilities for land acquisition, as further detailed in the ARAP. Except as the Association shall otherwise agree, theRecipient shall not assign, amend, abrogate or waive the Cooperation Agreement or any of its provisions.
Financing Agreement; Schedule 2 - Project Execution; Section I. Implementation Arrangements; B.Subsidiary Agreement; Par. 1: Tofacilitate the carrying out of the Project, the Recipient shall make part of the proceeds of the Financing allocated from time totime to Category (1) available to DGDC under a subsidiary agreement between the Recipient and DGDC, under terms and conditionsapproved by the Association (“Subsidiary Agreement”) which shall include, inter alia: (a) the roles and responsibilities of DGDCwith regard to the implementation of the Project; and (b) the obligation of DGDC to comply with the technical, fiduciary andenvironmental and social requirements applicable to the Project in accordance with the provisions of this Agreement.
Financing Agreement; Schedule 2 - Project Execution; Section I. Implementation Arrangements; C.Project Operations Manual; Par.1:The Recipient shall carry out, and cause DGDC to carry out, the Project in accordance with a manual (the Project OperationsManual), which consists of different schedules setting forth, respectively, rules, methods, guidelines, specific development plans,standard documents, and procedures for the carrying out of the Project, including, inter alia, the following: (a) the detaileddescription of Project activities, their sequencing and the prospective timetable and benchmarks in relation thereto; (b) theProject administrative, accounting, auditing, reporting, financial, and disbursement procedures, including all pertinent standarddocuments and model contracts; (c) the plan for the monitoring, evaluation and supervision of the Project; (d) the Environmentaland Social Instruments, the Performance Standards, the ESAP and the form of Bi-annual Monitoring Report of the Project; (e) thedetailed definition, methodology and content of the Defined Minimum Level of Production; (f) the detailed definition, methodologyand content of the Defined Minimum Reinjection Capacity; (g) the grievance redress mechanism; and (h) the performance indicatorsfor the Project.
Financing Agreement; Schedule 2 - Project Execution; Section I. Implementation Arrangements; D. Environmental and Social Managementof the Project; Par. 1 (c): The Recipient shall cause DGDC to provide adequate resources to ensure that the implementation of theEnvironmental and Social Management System is continued and effective and that the Environmental and Social Management System isoperated, and the social and environmental performance of the Project is managed in a manner consistent with the PerformanceStandards and the Environmental and Social Instruments.
Financing Agreement; Schedule 2 - Project Execution; Section I. Implementation Arrangements; D. Environmental and Social Managementof the Project; Par. 2: The Recipient, through the Ministry of Housing and Lands, shall take all measures to implement the ARAP ina manner and timeframe satisfactory to the Association. To this end, the Recipient shall ensure, inter alia, that: (i) prior DGDCcarrying out works which involve resettlement (as determined by the Association), Affected Persons are compensated at replacementcosts, resettled and provided with assistance in accordance with the ARAP, as appropriate; and (ii) complaints related to landacquisition are addressed in a timely and adequate manner, as further detailed in the ARAP.

Schedule 2; Section I. A.1. of the Financing Agreement: The Recipient shall operate and maintain, throughout Projectimplementation, a Project Implementation Unit (PIU) under the administrative authority of MAF to be responsible for the overallimplementation, management, monitoring and evaluation of the Project with qualified and experienced staff in sufficient numbers, aswell as with adequate funds, facilities, services and other resources acceptable to the Association, as further detailed in theProject Operational Manual.
Schedule 2; Section I.A.2 (a). of the Financing Agreement: Not later than three months after the Effective Date, the Recipientshall establish and thereafter operate and maintain in form and substance satisfactory to the Association, as further detailed inthe Project Operational Manual and throughout Project implementation, a Project Steering Committee to be co-chaired by theRecipient's Financial Secretary, and with representatives from relevant ministries, to be in charge of the overall strategicguidance and oversight of the Project;
Schedule 2; Section I.A.2 (b). of the Financing Agreement: Not later than three months after the Effective Date, the Recipientshall: (i) establish and thereafter operate and maintain in form and substance satisfactory to the Association, as furtherdetailed in the Project Operational Manual and throughout Project implementation, the Implementation Support Team under theauthority of MOF to provide fiduciary and quality assurance assistance for the Project; and (ii) employ staff and consultants withqualifications and terms of reference acceptable to the Association.
Schedule 2; Section I.B.1. of the Financing Agreement: The Recipient shall not later than two months after the Effective Dateadopt and publish the Project Operational Manual, in form and substance satisfactory to the Association, and thereafter carry outthe Project, and/or cause the Project to be carried out, in accordance with said Project Operational Manual, which consists ofdifferent schedules setting forth, respectively, rules, methods, guidelines, specific development plans, standard documents, andprocedures for the carrying out of the Project.
Schedule 2; Section I.D.1. of the Financing Agreement: The Recipient shall provide Grants to Eligible Beneficiaries for theimplementation of Activities under Parts A.1 and A.2 of the Project in accordance with eligibility criteria and proceduressatisfactory to the Association and specified in the Project Operational Manual.
Schedule 2; Section I.D.2. of the Financing Agreement: Prior to initiating any activity under Parts A.1 and A.2 of the Project, theRecipient shall: (a) enter into an agreement with the Eligible Beneficiary, in terms substantially similar to those in the modelform of Beneficiary Agreement set forth in the Project Operational Manual, and in terms and conditions acceptable to theAssociation; and(b) exercise its rights and carry out its obligations under each Beneficiary Agreement in such manner as toprotect the interest of the Recipient and the Association and to accomplish the objectives of the Project. Except as theAssociation shall otherwise agree, the Recipient, shall not assign, amend, abrogate, terminate of waive or fail to enforce anyBeneficiary Grant Agreement or any of its provisions.
Schedule 2; Section III. B. 3. of the Financing Agreement: No withdrawal shall be made for payments under Category (3), forEmergency Expenditures under Part D of the Project, unless and until the Association is satisfied, and has notified the Recipientof its satisfaction, that all of theconditions specified in the FA have been met in respect of said activities.
Schedule 2; Section IV. 1. of the Financing Agreement: The Recipient shall not later than 120 days after the Effective Date furnishto the Association a final version of the Procurement Plan and the PPSD, satisfactory to the Association.
Schedule 2; Section IV.2 (a). of the Financing Agreement: Not later than six weeks after the Effective Date recruit in a manneracceptable to the Association, consultants to prepare the Safeguard Documents with qualifications and terms of reference acceptableto the Association.
Schedule 2; Section IV.2 (b). of the Financing Agreement: Not later than three months after the Effective Date, furnish to theAssociation the first draft of said Safeguard Documents including the Grievance Redress Mechanism.
Schedule 2; Section IV.2 (c). of the Financing Agreement: Not later than four months after the Effective Date, finalize, adopt andpublish the Safeguard Documents, all in form and substance satisfactory to the Association.
Schedule 2; Section IV.3. of the Financing Agreement: The Recipient shall, not later than six months after the Effective Date,recruit engineering consultants, with qualifications and under terms of reference satisfactory to the Association, to prepare aninventory of public agricultural sector infrastructure under MAF that was damaged by Hurricane Maria and prepare final engineeringdesigns and bidding documents for the reconstruction.
Schedule 2; Section IV.4 of the Financing Agreement: The Recipient shall not later than six months after the Effective Date,develop and start implementing a comprehensive Management and Information System, satisfactory to the Association, for themonitoring and evaluation of the Project (including the system for identification and verification of Project beneficiaries).

The Recipient shall establish a Project Implementation Unit no later than two months after the Effective Date and maintainthroughout Project implementation(Schedule 2, Section I.A.1 of the Financing Agreement)
The Recipient shall operate and maintain an Oversight Committee with representatives from Ministry of Housing in charge of theoverall strategic guidance and oversight of the Project. (Schedule 2, Section I.A.2.(a) of the Financing Agreement)
The Recipient shall establish no later than three months after the Effective Date the Implementation Support Team and maintainthroughout Project implementation.(Schedule 2, Section I.A.2.(b) of the Financing Agreement)
The Recipient shall provide Housing Grants to Eligible Homeowners in accordance with eligibility criteria and proceduressatisfactory to the Association and as outlined in the Financial Agreement(Schedule 2, Section I.C.1, 2. 3 of the FinancingAgreement)
The Recipient shall ensure that the terms of reference for any consultancy in respect of any activity under Part 1 of the Projectshall: (a) duly incorporate, in the opinion of the Association, the requirements of the applicable Safeguards Policies then inforce; and (b) require that the advice conveyed through such technical assistance comply, in the opinion of the Association, withthe requirement of the applicable Safeguards Policies then in force.(Schedule 2, Section I.D.4 of the Financing Agreement)
The Recipient shall not later than three months after the Effective Date furnish to the Bank a final version of the ProcurementPlan and the PPSD, satisfactory to the Bank.(Schedule 2, Section IV.3 of the Financing Agreement)
