The Recipient shall not later than 30 days after the Effective Date, establish and thereafter, maintain throughout the projectimplementation, the Project Steering Committee with a mandate, resources, terms of reference and functions, satisfactory to theAssociation.
The Recipient shall, not later than October 31 of each year prepare and furnish to the Association, a consolidated annual programof activities proposed for implementation under the Project during the following Fiscal Year, together with a proposed budget forthe purpose.
The Recipient shall furnish to the Association each Project Report not later than forty-five (45) days after the end of eachcalendar semester, covering the calendar semester.
Schedule 2, Section 1.A:4 of the Financing Agreement: The Recipient shall without limitation on Section I.A: 3 the PIU shall, notlater than three (3) months after the Effective Date, recruit a gender-based violence advisor, under terms of reference and withqualifications and experience acceptable to the Association
Schedule 2, Section 1.H:1(a) of the Financing Agreement: The Recipient shall update the ESMF and SEP, within three (3) months afterthe Effective Date, in manner and substance satisfactory to the Association

Sections I.A.3 (c) of the Schedules 2 to the Legal Agreements:FGS to recruit to the PCU, within 180 days of effectiveness, thefollowing staff: a program coordinator, an environmental and social safeguard specialist, a gender specialist, a procurementspecialist, a finance specialist and a monitoring and evaluation specialist.
Sections I.A.4 (a) i and ii; I.A.4 (b) i and ii; I.A.4 (c) i and ii; I.A.4 (d) i and ii of the Schedules 2 to the LegalAgreements:The FGS to cause the participating FMS/BRA to maintain throughout implementation of the Project, Project ImplementationUnits (PIUs) with staffing and resources acceptable to the Bank, including a project coordinator, and financial management,procurement, environmental and social and monitoring and evaluation specialists, and an engineering under TORs acceptable to theBank.
Section I.A.4 (a) iii; IA4 (b) iii, IA4 (c) iii, IA4 (d) iii of Schedules 2 of the Legal Agreement:The Project ImplementationUnits will by no later than 180 days from effectiveness, recruit an engineering supervision consultant in accordance with theprovisions of the Procurement Regulations.
Sections I.B of the Schedules 2 to the Legal Agreements:The FGS and FMS to develop and adopt within 90 days of effectiveness, aProject Implementation Manual (PIM) in form and substance satisfactory to the Bank, and thereafter implement the Project inaccordance with the PIM and the EAFS Manual.
Sections I.C of the Schedules 2 to the Legal Agreements:The FGS to prepare by November 30 of each year and furnish to the Bank aconsolidated annual program of activities for the following fiscal year together with the proposed budget and, after exchange ofviews with the Bank, carry out, and cause the FMS to carry out the Project activities in accordance with such program as agreedwith the Bank.
Section I.D of the Schedules 2 to the Legal Agreements:For purposes of carrying out Parts A(3) and C of the Project, the FGS shallmake the proceeds of the grant/financing available to the participating FMS/BRA pursuant to subsidiary agreements entered underterm and conditions approved by the Bank.
Paras. 1 and 2 of Sections I.E of the Schedules 2 to the Legal Agreements: FGS to ensure, and cause the participating FMS/BRA toensure, that the Project is carried out in accordance with the Bank's ESS, and the ESCP agreed with the Bank, providing sufficientfunds to cover their implementation costs.
Paras 3 of Sections I.E of the Schedules 2 ot the Legal Agreements:FGS to: (a) prepare and compile, and cause the participatingFMS/BRA to prepare, information reports on the status of compliance with the ESCP; and (b) inform the bank of nay incident oraccident related to or having an impact on the Project (including incidents of GBV or cases of project-related child labor).
Paras. 4 of Sections I.E of the Schedules 2 to the Legal Agreements:FGS to maintain and publicize and cause the participatingFMS/BRA to maintain and publicize the grievance mechanism for the Project in forma and substance satisfactory to the Bank.
Sections I.F of the Schedules 2 to the Legal Agreements:To ensure proper implementation of the contingency emergency responsecomponent (CERC), FGS to: (a) prepare and adopt a CERC Manual satisfactory to the Bank; (b) set up and maintain the institutionalstructures and arrangements set forth in the CERC Manual for implementation; (c) have declared an eligible crisis or emergency, andagreed with the Bank the activities to be implemented, prior to their implementation; and (d) prepare and disclosed all safeguarddocuments in accordance with the CERC Manual.
Sections III.C of the Schedules 2 to the Legal Agreement:The FGS to ensure that no funds shall be transferred/advanced out of thegrants/financing to any participating FMS, or paid on behalf of such participating FMS out of the grants/financing, prior to suchFMS having entered into a Subsidiary Agreement. Any such amounts to be deemed ineligible for financing.

The Recipient shall not later than ninety (90) days after the Effective Date, establish and thereafter, maintain throughout theProject implementation the PIU within the Federal MoLSA with resources, terms of reference, staffing, and other resources,satisfactory to the Association.
In furtherance of Sections I.A above, the Recipient shall, within 3 months of the Effective Date: (a) amend the terms of referenceof, and contract with the TPM Consultant; or (b) hire a new third party monitoring consulting firm; and thereafter maintain suchconsultancy throughout the remaining period of implementation of the Project, all, in a manner and substance satisfactory to theAssociation, in order to continue monitoring the performance of the CTP.
The Recipient shall: (a) update and disclose the Labor Management Procedures and Social Management Plan, within three (3) months ofthe Effective Date, in a manner and substance satisfactory to the Association; and (b) thereafter, implement the Project inaccordance with the said updated documents.

Schedule 2, Section I, A (1a): Establish by no later than three (3) months after the Effective Date, and thereafter maintainthroughout the period of Project implementation, a high-level Project steering committee (“Project Steering Committee”).
Schedule 2, Section I, A (1b): Establish and thereafter maintain within the Federal Ministry of Health throughout the period ofProject implementation, a Project coordination implementation unit (variously the “Project Coordination and Implementation Unit or“PCIU”).
Schedule 2, Section I, A (1c): Establish by no later than six (6) months after the Effective Date, and thereafter maintainthroughout the period of Project implementation, a Project Leadership Committee.
Schedule 2, Section I, E: The Recipient shall select and engage, by no later than four (4) months after the Effective Date, andthereafter retain throughout the period of implementation of the Project, the services of a duly qualified and experiencedmonitoring consultant satisfactory to the Association, under terms of reference acceptable to the Association, in order to: (a)develop and enhance the capacity the Federal Ministry of Health in monitoring; (b) monitor the delivery of high-impact health andnutrition services; and (ii) Project implementation.
Schedule 2, Section I, C (1a): No later than two months after the Effective Date prepare a Project operations manual, in form andsubstance satisfactory to the Association, containing detailed arrangements and procedures for implementation of the Project.
Schedule 2, Section II, D (a): Prepare and furnish to the Association on an annual basis, by no later than November 1st of eachyear, commencing on November 1, 2021, the annual work plan and budget containing all activities proposed to be included in theProject during the following Fiscal Year, and a proposed financing plan… the Annual Work Plan and Budget for the first year ofProject implementation shall be prepared by the Recipient by not later than three (3) months after the Effective Date.
Schedule 2, Section II, 1: The Recipient shall furnish to the Association each Project Report not later than forty-five (45) daysafter the end of each calendar quarter, covering the calendar quarter.
Schedule 2, Section I, A (1d): Maintain, throughout the period of implementation of the Project, the EAFS Unit, established withinMoF's Office of Accountant General, with competent, experienced and qualified staff, in sufficient numbers and under terms ofreference acceptable to the Association.
Schedule 2, Section I, A (2b): Establish within the respective FMS-MoH, and thereafter maintain throughout the period Projectimplementation, a state Project team (“Project Management Team”).
Schedule 2, Section I, B (1a): For purposes of carrying out the Project, and prior to the provision any funds and/or the financingof any activities implemented under the Project in/for any Federal Member State, the Recipient shall have entered into an agreementwith such Federal Member State (the “Subsidiary Agreement”), under terms and conditions acceptable to the Association, settingforth the obligations and responsibilities of the parties thereto (i.e. the Recipient and the Federal Member State) in theimplementation of the Project, in consistency with this Agreement, the ESCP and the Project Operations Manual.

Schedule 2, Section I.A.1(a) of the Financing Agreement: the Recipient shall establish within 12 months of effectiveness andmaintain throughout Project implementation a Project Steering Committee (“PSC”) to provide overall strategic guidance andcoordination for the Project.
Schedule 2, Section I.A.1(c) of the Financing Agreement: the Recipient shall establish by no later than three (3) months after theEffective Date, and thereafter maintain throughout the period of Project implementation, a Project Management Committee to serve asa platform for collaboration, management, troubleshooting and technical support for implementation of the Project includingapproving Annual Work Plans and Budgets and conducting quarterly progress review of Project implementation.
Schedule 2, Section I.A.1(b) of the Financing Agreement: the Recipient shall establish and thereafter maintain within the Ministryof Education, Culture and Higher Education throughout the period of Project implementation, a Project Management Unit under termsofreference acceptable to the Association and including a procurement specialist, a financial management specialist, anenvironmental specialist, a social specialist, a GBV specialist, monitoring and evaluation specialist and communication specialist.
Schedule 2, Section I.A.1(d) of the Financing Agreement: the Recipient shall maintain, throughout the period of implementation ofthe Project, the EAFS Unit, established within MoF's Office of Accountant General, with competent, experienced and qualified staff,in sufficient numbers and under terms of reference acceptable to the Association.
Schedule 2, Section I.A.2 of the Financing Agreement: Prior to implementing any activities under Part 2 and 3 of the Project in, orfor the benefit of, any Federal Member State, the Recipient shall cause that Federal Member States to: (a) enter into a subsidiaryagreement in accordance with Sub-section I.B.1 of this Schedule 2; and (b) establish within the respective FMS-MoE, and thereaftermaintain throughout the period Project implementation, a state implementation unit.
Schedule 2, Section I.B.2 of the Financing Agreement: For the purpose of the implementing Part 3 of the Project, the Recipientshall enter into agreement with the Somali National University, in the form and substance satisfactory to the Association, asfurther detailed in the Project Operations Manual.
Schedule 2, Section I.E of the Financing Agreement: The Recipient shall select and engage, by no later than six (6) months afterthe Effective Date, and thereafter retain throughout the period of implementation of the Project, the services of a duly qualifiedand experienced monitoring consultant satisfactory to the Association, under terms of reference acceptable to the Association, inorder to monitor the achievement of the Project's objectives.
Schedule 2, Section I.D of the Financing Agreement: The Recipient, through its Project Management Unit and with the assistance ofthe FMS Implementation Units, shall: (a) prepare and furnish to the Association on an annual basis, by no later than November 1stofeach year, commencing on November 1, 2021, the annual work plan and budget containing all activities proposed to be included inthe Project during the following Fiscal Year, and a proposed financing plan (setting forth the proposed amounts and sources offinancing including the portion of Counterpart Funds to be provided) for expenditures required for such activities. The Annual WorkPlan and Budget for the first year of Project implementation shall be prepared by the Recipient by not later than three (3) monthsafter the Effective Date.

Section I.A.1(a) of Schedule 2 to the Financing Agreement: FGS to establish within two (2) months of effectiveness, and maintainthroughout Project implementation, a Project Steering Committee, chaired by Senior Staff from the Prime Minister's Office,responsible for providing strategic guidance for Project implementation.
Section I.A.1(b) of Schedule 2 to the Financing Agreement: FGS to maintain throughout Project implementation a ProjectImplementation Unit(“PIU”) within MoF, co-managed and co-staffed with MoPIED, responsible for carrying out the day-to-dayimplementation of the Project and coordinating Project activities among all institutional stakeholders.
Section I.A.2 of Schedule 2 to the Financing Agreement: Prior to implementing any activities under the Project in, or for thebenefit of, any FMS, FGS to: (i) enter into a MoU with such FMS; and (ii) establish within the respective FMss MoPIED, andthereafter maintain throughout Project implementation, a State Project team responsible supporting the PIU in managing thecontracts within the respective FMS, assisting the PIU with the design, compliance review and supervision of civil works in therespective FMS, consolidating procurement and work plans of MDAs in the respective FMS, managing the local grievance redressmechanisms, and ensuring compliance with the ESCP.
Section I.A.3(a) of Schedule 2 to the Financing Agreement: FGS to select and engage the services of UNOPS within 1 month ofeffectiveness and maintain them throughout the first 2 years of Project implementation, for UNOPS to assist the PIU with theday-to-day implementation of Component 1 the Project.
Sections I.A.3(b) of Schedule 2 to the Financing Agreement: FGS to select and engage the services of one or more service providersand/or international organizations within one (1) month after effectiveness, and thereafter maintain them throughout theimplementation of Sub-Component 1.(b) of the Project (i.e. locust surveillance and control operations, and procurement ofpesticides).
Section I.A.3(c) of Schedule 2 to the Financing Agreement: FGS to select and engage the services of one or more independentverification/audit agency/ies (“IVA(s)”) or consultant(s), within three (3) months after effectiveness, and thereafter maintainit/them throughout Project implementation to carry out qualitative and quantitative assessments on Project impacts andimplementation progress.
Section I.A.3(d) of Schedule 2 to the Financing Agreement: Prior to implementing the activities under of Component 3(g) and (g),FGS to select and engage and thereafter maintain throughout the implementation of such activities, the services of one or moreservice providers and/or international organizations (the “Covid-19 Response Consultant(s)”) to be primarily responsible for theimplementation of any such activities thereunder.
Section I.E.5 of Schedule 2 to the Financing Agreement: FGS and FMS to establish, publicize, maintain and operate accessiblegrievance mechanisms, to receive and facilitate resolution of concerns and grievances of Project-affected people.
Section I.B of Schedule 2 to the Financing Agreement: Prior to the provision any funds and/or the financing of any activitiesimplemented under the Project in/for any FMS, FGS to have entered into a memorandum of understanding with such FMS , setting forththe obligations and responsibilities of the parties thereto in the implementation of the Project, in consistency with thisAgreement, the ESCP and the Project Operations Manual.
Section I.E.1 & 2 of Schedule 2 to the Financing Agreement: FGS to ensure and cause the FMS to ensure, that the Project is carriedout in accordance with the ESS and the ESCP
Section I.C. of Schedule 2 to the Financing Agreement: FGS to prepare and adopt a Project Operations Manual in a manner andsubstance satisfactory to the Association, and thereafter implement the Project, and cause the FMS to carry out their respectiveresponsibilities under the Project, in accordance with it.
Section I.D. of Schedule 2 to the Financing Agreement: FGS to prepared and furnish to the Association on an annual basis, by nolater than June 15th each year, commencing on June 15th 2021, annual work plans and budgets covering the proposed activities forthe following Fiscal year of Project implementation (annual work plan and budget for the first year to be exceptionally submittedby July 15th 2020), and thereafter implement the project as per the respective annual work plan and budgets as approved by theProject Steering Committee and agreed with the Association.
Sections I.E.6 of Schedule 2 to the Financing Agreement: FGS to ensure that all bidding documents and contracts for civil worksunder the Project include the obligation of contractors, subcontractors and supervising entities to comply with the relevantaspects of ESCP and the safeguards instruments and adopt and enforce codes of conduct to be signed by all workers on environmental,social, health and safety risks, and the risks of SEA, GBV and violence against children.
Sections I.F.1 through 4 of the Schedule to the Project Agreement: In order to trigger the CERC, FGS to: (i) prepare and furnish tothe Association for review and approval a CERC Operations Manual; (ii) appoint and maintain a coordination authority; (iii)determine and agree with the Association that an “eligible crisis or emergency” has occurred; and (iv) prepare and disclosed allsafeguards instruments required as per the activities described and agreed by the Association in the in the CERC OperationsManual.
Under Section I (C) of the Financing Agreement: By no later than two (2) months after the Effective Date, the Recipient shallupdate the Project Operations Manual (POM) in a manner and substance satisfactory to the Association, and shall thereafterimplement the Project, and cause the Federal Member States (FMS) to carry out their respective responsibilities under the Project.
Under Section I (E) of the Financing Agreement: The Recipient shall, not later than 2 months after the Effective Date: (a) selectand engage an independent verifier to verify and prepare a report confirming the completion of actions the Recipient has undertakenand reported on to address environmental and social compliance issues related to the Original Project in a manner satisfactory tothe Association; and (b) provide the said report to the Association.
Under Section I (G) of the Financing Agreement: The Recipient shall ensure that not later than six (6) months after the EffectiveDate, a Preparedness Plan is prepared and adopted in form and substance acceptable to the Association.
Under Section I (A) of the Financing Agreement: The Recipient shall maintain for at least one (1) year of the Projectimplementation, the project management services of UNOPS, under terms of reference acceptable to the Association, to assist the PIUwith the day-to-day implementation of the Project.
